Site Readiness Work
Beginning in early November, 2025, site readiness work for the BPCR Project will commence. “Site Readiness Work” are the initial activities carried out on a project site to ready the site for the main project construction. Activities will include utility relocation, underground assessments, installation of subsurface tide gate infrastructure, and other necessary work to help create the conditions needed for full-scale construction to begin safely in 2026. Site Readiness Work this fall will begin ramping up in intensity & duration as the start of Project construction approaches.
Chambers Street / River Terrace: Tide Gate Installation
Estimated Timeline: November 2025 – April 2026
What You'll See:

Chambers Street, west of North End
Avenue, and River Terrace, north of
Warren Street, will be closed to
vehicular traffic. -
Sidewalks will be open for pedestrian circulation.

Vehicle internal drive loop will remain open for Tribeca Park Apartments.
Rector Place: Tide Gate
Estimated Timeline: March - August 2026
What You'll See:

Pedestrian access to BPC Esplanade at Rector Place maintained.

Rector Gate to be protected in place.

Some bench seating will be removed.

Access and egress to Liberty House and Liberty Terrace (377 & 380 Rector Place, respectively) will be maintained.
BPC North Esplanade & Stuyvesant Plaza: Critical Utility Relocation
Estimated Timeline: October 2025 - Febuary 2026
What You'll See:

Entrance to the North Esplanade will be narrowed, but egress for Stuyvesant High School and Tribeca Pointe will be maintained.
Albany Street: Tide Gate Installation
Estimated Timeline: November – December 2025
What You'll See:

Pedestrian access to BPC Esplanade at Albany Street maintained.

Deaccessioning of Upper Room.

Traffic flow from the Upper Esplanade rerouted to the Lower esplanade.

Access to Hudson Tower (350 Albany) and internal drive lane between Hudson Tower and Hudson View West (aka “Ring Road”) is maintained.
Vesey Place: Tide Gate
Estimated Timeline: April - October 2026

Access to ferry terminal and Irish Hunger Memorial to be maintained via south and north sidewalks along Vesey Place.

Vesey Place seating will be unavailable.
SHS Plaza / Hudson River Park: Tide Gate Installation
(Phase 1 & 2)

Nighttime only closure of southbound traffic lane and turning lane on Route 9A. The areas will be steel plated and opened to traffic during the day.

Citibike / Lyft stations to be removed.

North and southbound bike lanes will be rerouted inland.

Access to Tribeca Bridge, Stuyvesant High School, and Hudson River Park to remain.
Albany Street: Upper Room Deaccessioning
Timeline: Early November
What You'll See:

Opened in 1987, Upper Room was BPC's first public art commission.

Work sits on site where Tide Gate needs to be installed.
-
Deaccessioning was included in the EIS and communicated publicly at CB1, with Gateway Tenants Association, and elsewhere.

Artist is aware but community awareness may not be high.

BPCA is planning an event with the artist and community members.
North Cove Marina: Critical Utility Relocation
Estimated Timeline: October 2025 - March 2026
What You'll See:

Pumphouse Park, Belvedere Plaza, and part of the Lower Esplanade along Waterfront Plaza will be closed.

Marina access on the north and east sides will be impacted (lower quay to remain open during utility relocation).

Winter Garden will be unaffected.

North and southbound pedestrian egress maintained alongside Brookfield Place.
