Construction Updates

In early November 2025, site readiness work for the BPCR Project began. Site readiness work are the initial activities carried out on a project site to prepare the site for the main project construction. Activities will include utility relocation, underground assessments, installation of subsurface tide gate infrastructure, and other necessary work to help create the conditions needed for full-scale construction to begin safely in 2026. Site readiness work will ramp up in intensity & duration as the start of project construction approaches.

Construction Timeline

Estimated Start Dates and Durations of Upcoming N/WBCPR Resiliency Work:

West St Crossing: 3rd Quarter 2026 (48 months)
North Esplanade: 3rd Quarter 2026 (43 months)
Rockefeller Park: 2nd Quarter 2028 (28 months)
Belvedere Plaza: 1st Quarter 2027 (43 months)
North Cove: 1st Quarter 2026 (57 months)
South Esplanade: 1st Quarter 2026 (51 months)
South Cove: 1st Quarter 2026 (28 months)

Construction is anticipated to begin in late 2025 and finish in late 2030. This timeline is dependent on agency approvals and construction logistics and is subject to modifications. We will keep the community informed as plans progress.

Project Areas

West St Crossing / Tribeca

Estimated construction duration for West St Crossing / Tribeca is 48 months, starting 3rd Quarter 2026.

What to expect:

Flood Barrier System (FBS) Alignment: Starting at Greenwich Street, west along North Moore Street and south along West Street / Route 9A, crossing to Stuyvesant Plaza.
Located adjacent to, Independence Plaza, Borough of Manhattan Community College (BMCC), Stuyvesant Plaza.
Anticipated construction impacts include noise, visual changes to the area due to construction activity, and restricted access to some open spaces.
Working hours are 7:00 AM – 6:00 PM, Monday through Friday.

Current conditions:

Site readiness work is underway in Stuyvesant Plaza. Teams are conducting survey work in this area ahead of construction activity in the coming weeks.
Construction barriers and fencing with noise dampening blankets will be erected. Crews will put up protective barriers for planters in this area. Some trees and planters will be removed to clear the site ongoing construction activity.
A test pit will be created to locate a water line in the site area. Maintenance work to repair and resurface asphalt will take place.
There will also be work to relocate decorative pavers present in Stuyvesant Plaza to another location in the neighborhood.

Rockefeller Park

Estimated construction duration for Rockefeller Park is 28 months, starting 2nd Quarter 2028.

What to expect:

Flood Barrier System (FBS) Alignment: Along the west side of River Terrace, from Chambers Street to Rockefeller Park Playground.
Located adjacent to the Rockefeller Park Ballcourts, Parkhouse, and Playground.
Anticipated construction impacts include noise, visual changes to the area due to construction activity.
Closure/reconfiguration of ballcourts and playground, and the temporary closure of East entrance to Parkhouse will take place to facilitate FBS construction.
Working hours are 7:00 AM – 6:00 PM, Monday through Friday.

Current conditions:

Construction in this area is scheduled to start in Spring 2028.

North Esplanade

Estimated construction duration for North Esplanade is 43 months, starting 3rd Quarter 2026.

What to expect:

Flood Barrier System (FBS) Alignment: From Stuyvesant Plaza, west along North Esplanade along Stuyvesant High School north façade, wrapping south at Tribeca Pointe.
Located adjacent to Hudson River Park, Stuyvesant High School, Tribeca Pointe.
Anticipated Construction Impact(s): Noise, Visual, Access (public open space, redirected egress routes).
Working hours are 7:00 AM – 6:00 PM, Monday through Friday.

Current conditions:

Construction in this area is scheduled to start in Summer 2026.

Belvedere Plaza

Estimated construction duration for Belvedere Plaza is 43 months, starting 1st Quarter 2027.

What to expect:

Flood Barrier System (FBS) Alignment: Southward between Lily Pool and Irish Hunger Memorial, wrapping eastward at 300 Vesey.
Located adjacent to the Irish Hunger Memorial, Brookfield Place Ferry Terminal.
Anticipated construction impacts include noise, visual changes to the area due to construction activity.
The Irish Hunger Memorial Plaza will be impacted by excavation, backfilling, and restoration for tide gate work.
Ferry Terminal gangways/slips will be temporarily closed.
Working hours are 7:00 AM – 6:00 PM, Monday through Friday.

Current conditions:

Site readiness work is underway in this area. Light fencing and barriers designating construction site boundaries are present. Protective barriers for some trees in this area are present.
Teams will survey this area ahead of construction activity in the coming weeks. Construction barriers and fencing with noise dampening blankets will be erected.

North Cove

Estimated construction duration for North Cove is 57 months, starting 1st Quarter 2027.

What to expect:

Flood Barrier System (FBS) Alignment: Alignment runs Eastward by 300 Vesey & 250 Vesey, turning South along the Winter Garden/across Waterfront Plaza, continuing along Pumphouse Park to wrap Southward at Liberty Street.
Located adjacent to Brookfield Place & Winter Garden, Waterfront Plaza, North Cove Marina, Pumphouse Park, Kowsky Plaza, NYC Police Memorial Vault.
Anticipated construction impacts include noise, visual changes to the area due to construction activity.
A redirected pedestrian path from commercial spaces at Brookfield Place will be present.
Closure of Pumphouse Park and the North Cove Marina for the duration of full-scale construction.

Current conditions:

At Pumphouse Park, protective barriers for some trees in this area are present. Construction barriers and fencing surrounding the Marina are present.
Construction barriers and fencing with noise dampening blankets will be erected around Pumphouse Park. There will be a pathway maintained alongside Brookfield Place between the building and the construction fencing surrounding Pumphouse Park.
Pumphouse Park, Belvedere Plaza, and the Esplanade along Waterfront Plaza have limited access in the coming weeks.

South Esplanade

Estimated construction duration for South Esplanade is 51 months, starting 1st Quarter 2026.

What to expect:

Flood Barrier System (FBS) Alignment: Westward along Gateway Plaza’s North façade, wrapping Southward along Western property lines of residential buildings along South Esplanade.
Located adjacent to Kowsky Plaza, Gateway Plaza, Hudson Tower, Liberty House, Liberty Terrace, the Regatta.
Anticipated construction impacts include noise, visual changes to the area due to construction activity.

Current Conditions:

Site readiness work is underway at Albany Street.
Construction barriers and fencing with noise dampening blankets surrounding are present.
Crews are continuing to prepare the site for tide gate installation.

South Cove

Estimated construction duration for South Cove is 28 months, starting 1st Quarter 2026.

What to expect:

Flood Barrier System (FBS) Alignment: Alignment runs East along Regatta’s South façade toward Cove Club, turn South along Riverwatch and South Cove Plaza buildings; Alignment tie-in at 1st Place by the Museum of Jewish Heritage.
Located adjacent to Regatta Building, Cove Club, Riverwatch, South Cove Plaza.
Anticipated construction impacts include noise, visual changes to the area due to construction activity.
