Site readiness work began in late 2025, with major construction commencing in 2026. Construction is being completed in phases across the project area and is anticipated to continue through approximately 2030.To minimize impacts to residents, businesses, and visitors, the Project has been divided into multiple construction “reaches” based on geographic location. What construction materials will be used in the Project?

The North/West Battery Park City Resiliency Project utilizes durable, high-performance construction materials designed to withstand coastal flooding, storm surge, and long-term exposure to harsh waterfront conditions.Construction materials include reinforced concrete, structural steel, deep foundations, seepage barriers, mechanical floodgates, utility infrastructure, and other specialized components that together form the Flood Barrier System (FBS). Landscape improvements will incorporate native plantings and other sustainable materials where appropriate to complement Battery Park City's existing parks and open spaces.These materials have been selected to provide long-term durability, reduce future maintenance needs, and support the Project's goal of protecting Battery Park City and other areas of Lower Manhattan from coastal flooding while integrating resiliency infrastructure into the public realm.

The Project incorporates a variety of construction practices intended to minimize impacts to the surrounding community and environment while maintaining safe and efficient construction operations.Where feasible, drilled piles will be used instead of driven piles to reduce noise and vibration. Construction activities are carefully sequenced to limit disruption, and erosion and sediment control measures are implemented to protect adjacent waterways and prevent runoff during construction.Additional environmental protection measures include dust suppression, emissions reduction practices, protection of existing vegetation where feasible, careful management of construction materials, and restoration of disturbed areas following construction. This approach allows engineering, construction planning, cost estimating, and scheduling to advance simultaneously, resulting in greater collaboration, improved constructability, and the ability to incorporate feedback throughout project development.The North/West Battery Park City Resiliency Project utilized the Progressive Design-Build approach throughout planning and design. What does the noise monitoring look like for the project?

Construction activities are regulated by the New York City Noise Control Code (Chapter 24 of the Administrative Code of the City of New York) and the New York City Department of Environmental Protection's Rules for Citywide Construction Noise Mitigation.These requirements establish noise emission standards for construction equipment and motor vehicles, require implementation of project-specific Construction Noise Mitigation Plans, and generally limit construction activities to weekdays between 7:00 AM and 6:00 PM. When work outside of these hours is necessary, such as certain utility work, roadway activities, deliveries, or weather-related schedule recovery, the required permits must be obtained from the appropriate agencies.Throughout construction, a variety of mitigation measures are implemented where feasible, including:perimeter noise barriers with sound-absorptive blankets;portable noise barriers, enclosures, and acoustical tents for certain equipment;strategic placement of noisy equipment away from sensitive receptors where practicable;minimization of backup alarm noise where feasible;restrictions on truck idling; andongoing compliance with DEP noise mitigation requirements.In addition, Manhattan Community Board 1 has retained Lawra Dodge of Excel Environmental Resources Inc. to provide independent environmental monitoring throughout construction. Construction activities are conducted in accordance with applicable federal, state, and local air quality regulations and include numerous measures to reduce emissions and protect nearby residents and businesses.These measures include the use of ultra-low sulfur diesel (ULSD) fuel, implementation of dust suppression techniques, restrictions on unnecessary vehicle idling, minimizing diesel equipment where feasible, and the use of equipment meeting the U.S. Environmental Protection Agency's Tier 4 emissions standards whenever practicable.As part of the Project's environmental review, construction air quality was evaluated using detailed dispersion modeling. The analysis concluded that concentrations of particulate matter (PM 2.5 and PM 10), nitrogen dioxide (NO₂), and carbon monoxide (CO) would remain below applicable regulatory thresholds with the implementation of the required mitigation measures.In addition, Manhattan Community Board 1 has retained Lawra Dodge of Excel Environmental Resources Inc. to provide independent environmental monitoring throughout construction. As part of the North/West Battery Park City Resiliency Project, vibration impacts were evaluated through the Final Environmental Impact Statement (FEIS), and construction activities will be conducted in accordance with applicable federal, state, and local requirements.The Project incorporates construction methods intended to minimize vibration wherever practicable. For example, drilled piles are used in place of driven piles where feasible, significantly reducing vibration associated with foundation installation. All work remains within approved construction areas and has been coordinated with the appropriate regulatory agencies in accordance with permit requirements.Vibration monitoring will continue throughout construction to help ensure work remains within established thresholds and to protect nearby buildings, utilities, and other infrastructure. What if my tap water is brown?

Project construction may require temporary shutoffs of water service to buildings. In the event that a planned water shutoff is needed, there is a DEP required notification process in place to alert building managers to any upcoming disruption in water service so that they can notify residents that a water shut off is forthcoming. This DEP protocol will be followed. It is possible that following a water shutoff, brown or discolored water may be observed in individual units. A brown or yellow discoloration of your water is a temporary condition and does not indicate the presence of harmful contaminants. Though discolored water is not harmful, run the faucet until your water is clear and cold before using it to drink or cook.

A sheet pile is a type of driven pile that uses sections of sheet materials with interlocking edges. Sheet piles are generally used for earth retention and excavation support. Sheet piles are installed to help create a perimeter for excavation work. Interlocking sheet piles provide a wall for permanent or temporary support with little groundwater inflow.

What are micropiles?

Micropiles are small steel piles designed to support structures in areas with difficult soil conditions or space constraints. Micropiles allow for structures to transfer load to more stable soil or rock layers below, providing support for nearby buildings or infrastructure.
