Site readiness work started in late 2025. Full scale construction will commence in Spring of 2026 and continue through 2030. The Project area is divided into sections by geographic area. The latest schedule can be found on our Construction Updates page.
Impacts to each construction area will be messaged through extensive outreach, including the Project website, email blasts, posted notices in visible locations throughout the Project site, and some social media channels.
The project will use durable materials such as reinforced concrete, steel, and eco-friendly materials where possible. These materials are selected for their ability to withstand storm surges and flooding events.
The project will employ sustainable construction methods, including low-impact excavation, minimal disruption to natural habitats, pile drilling (rather than pile driving), and energy-efficient construction processes. Noise and dust mitigation plans will be in effect throughout construction.
Mitigation efforts include traffic management, pedestrian path adjustments, and temporary removal of decorative elements to minimize disruption, with signal timing changes and diversions from closed open spaces.
Efforts will be made to preserve the green space, trees, and natural elements along the project alignment. Where removal is necessary, the project will aim to restore or replace these plantings with native the community and environment.
Progressive Design-Build is a project delivery method that involves ongoing collaboration between designers and contractors from the early stages. This approach allows flexibility in design and efficient construction processes.
The Project team utilized this process throughout the development of the Project. Community engagement has consisted of public meetings, workshops, presentations to a variety of stakeholder groups, and regular updates in public forums such as Manhattan Community Board 1.

Construction noise is regulated by the requirements of the New York City Noise Control Code (also known as Chapter 24 of the Administrative Code of the City of New York, or Local Law 113) and the DEP Notice of Adoption of Rules for Citywide Construction Noise Mitigation (also known as Chapter 28).
These requirements mandate that specific construction equipment and motor vehicles meet specified noise emission standards; that construction activities be limited to weekdays between the hours of 7 AM and 6 PM; and that construction materials be handled and transported in such a manner as not to create unnecessary noise. On limited occasions when weekend or after-hour work would be necessary (e.g., overnight work in Stage 1E along Route 9A/West Street or Saturday activity for deliveries or weather catch-up), permits would be required, as specified in the New York City Noise Control Code. As required under the Noise Control Code, a site-specific Construction Noise Mitigation Plan for the Proposed Project would be developed and implemented prior to the start of work.
Where feasible and practicable, the construction site would be configured to minimize back-up alarm noise. In addition, all trucks would not be allowed to idle for more than three minutes at the construction site. Where logistics allow, noisy equipment such as cranes, concrete pumps, concrete trucks, and delivery trucks would be located away from and shielded from sensitive receptor locations.
Noise barriers constructed from plywood or other materials would be utilized to provide shielding around construction activities. For example, construction sites would have a minimum eight-foot-tall barrier around the perimeter to block and absorb noise. Sound-absorptive "blankets" would be mounted on the interior side of each perimeter noise barrier facing the work area. These blankets would be consistent with the guidance provided in DEP’s Rules for Citywide Construction Noise Mitigation.
In addition, path noise control measures—including portable noise barriers, panels, enclosures, and acoustical tents—would be used for certain equipment as necessary to remain consistent with applicable mitigation standards outlined in Table 3.11.7-3. The construction details for portable noise barriers, enclosures, and tents are shown in the DEP’s Rules for Citywide Construction Noise Mitigation.
Manhattan Community Board 1 has brought on Lawra Dodge of Excel Environmental Resources Inc. to provide independent environmental monitoring for the duration of NWBPCR project work. Lawra and her team will be conducting random visits to monitor site conditions twice a month. They will also be providing noise-related updates to the public during Community Board 1 meetings on a consistent basis.
Measures would be taken to reduce pollutant emissions during construction of the Proposed Project in accordance with all applicable laws, regulations, and building codes. These include the use of ULSD fuel, dust suppression measures, idling restrictions, diesel equipment reduction, and use of best available technology (i.e., equipment meeting the USEPA’s Tier 4 emission standard).
With the implementation of these emission reduction measures, the dispersion modeling analysis of construction-related air emissions for both non-road and on-road sources determined that PM2.5, PM10, annual average NO2, and CO concentrations would be below their corresponding de minimis thresholds or NAAQS, respectively.
Therefore, construction of the Proposed Project would not result in significant adverse air quality impacts due to construction sources.

They will also be providing updates to the public during Community Board 1 meetings on a consistent basis.
Project construction may require temporary shutoffs of water service to buildings. In the event that a planned water shutoff is needed, there is a DEP required notification process in place to alert building managers to any upcoming disruption in water service so that they can notify residents that a water shut off is forthcoming. This DEP protocol will be followed. It is possible that following a water shutoff, brown or discolored water may be observed in individual units. A brown or yellow discoloration of your water is a temporary condition and does not indicate the presence of harmful contaminants. Though discolored water is not harmful, run the faucet until your water is clear and cold before using it to drink or cook.
A sheet pile is a type of driven pile that uses sections of sheet materials with interlocking edges. Sheet piles are generally used for earth retention and excavation support. Sheet piles are installed to help create a perimeter for excavation work. Interlocking sheet piles provide a wall for permanent or temporary support with little groundwater inflow.
Micropiles are small steel piles designed to support structures in areas with difficult soil conditions or space constraints. Micropiles allow for structures to transfer load to more stable soil or rock layers below, providing support for nearby buildings or infrastructure.
